to the Fourth Standard is too hard. It is not quite

certain that this is really so: intelligent teaching in

the three lowest standards would render it less difficult:

but a change in the course of instruction is under con-

sideration, and experiments are being made in the Govern

ment Schools.

21. The migratory character of the

Chinese population must also be taken into account. A mané

family may be in Hongkong one year and in China the next.

Report only dealt with subsidiary defects. Whether the

system of Grants-in-aid which has been in force for the

last twenty years ̈has fulfilled its purpose or not is a

question which may shortly have to be raised.
